Breathalyser technology and speed limiters to be installed in new cars from 2022

All new cars will be fitted with breathalyser devices by 2022 under new rules agreed by the European Council.

The council has also rubber-stamped legislation which means that mandatory speed limiter equipment will become a legal requirement.

It looks likely that the rulings will apply in the UK, with the Government previously saying it will stick closely to European road safety legislation in the event of Brexit.

But, in the run up to the General Election on December 12, the current position of all the major parties remains unclear.

Under the EU rules, all cars from 2022 will have an interface for inbuilt breathalyser devices. Cars which are already on the market will have to meet the requirements by 2024.

The council has also approved safety measures including intelligent speed assistance (ISA), lane-keeping technology and advanced emergency braking. Other approved safety features include technology which provides a warning of driver drowsiness and distraction, and a ‘black box style’ data recorder in case of an accident.

Under the controversial “alcolock” technology, drink-drivers could be prevented from starting their cars, although it is far from clear how the system would be rolled out in practice.

Neil Greig, director of policy and research at IAM RoadSmart said that it would be up to the UK Government to decide how the alcolock system would be used. IAM RoadSmart saw the technology as a useful tool to get repeat drink-drivers safely back onto the roads after a ban. He thought it very unlikely the vast majority of drivers would ever have to “blow in a tube to start their car.”

Under the council ruling, cars will as a matter of course also be fitted with intelligent speed assistance limiters.

Mr Greig said the limiters would be voluntary, so people did not have to use them, but “they could save your licence.”

The devices use GPS data and sign recognition cameras to sound a warning and automatically slow a vehicle if it exceeds the limit. It will be possible to override the speed limiter if drivers press hard on the accelerator.

Joshua Harris, director of campaigns at road safety charity Brake, welcomed the new rules, saying that drink-driving and speeding were a scourge on the roads and the cause of devastating crashes every day.

He said it was fantastic to hear that alcohol interlock compatibility and speed limiting technology” will soon be mandatory.”

The AA was more guarded in its response with president Edmund King warning that drivers should not become overly reliant on technology.

He said it can play its part, but drivers should not rely solely on computers and cameras.

He said: “Until fully autonomous vehicles are on the roads, drivers must keep their eyes on the road and hands on the wheel.”

EU Commissioner Elzbieta Bienkowska has previously said: "Every year, 25,000 people lose their lives on our roads. The vast majority of these accidents are caused by human error.

"With the new advanced safety features that will become mandatory, we can have the same kind of impact as when safety belts were first introduced."
