Cars could be banned from driving through Birmingham City Centre in clean air scheme

A transport masterplan could see Birmingham become the first UK city to ban private cars from driving through the centre.

The proposals aim to cut back on emissions, improve public health and create an integrated system which emphasises public transport, pedestrianisation and cycling.

Under the scheme, private cars would only be allowed into the city centre from its suburbs and they would not be permitted to travel right through the city.

The draft Birmingham Transport Plan has gone out for consultation so that members of the public and other interested parties can study it in detail. They will provide feedback before a final decision is made.

The scheme promotes public transport for travelling in and out of the city and encourages cycling and walking. Under the proposals, the busy A38 may be redirected and become an upgraded ring road to take traffic away from the centre, with the city’s tunnels being used exclusively for public transport.

While environmental campaigners welcomed the Birmingham City Council initiative, its opponents warned that it could cause gridlock.

Conservative councillor Robert Alden claimed that the city would be brought to a standstill and jobs would be lost if its tunnels were closed. He warned that congestion and pollution would be pushed into residential areas.

Studies by Birmingham City Council have indicated that around 900 lives are shortened each year by air pollution.

The proposals would see Birmingham become the first major UK city to ban private motorists from driving through the city centre, in a bid to breathe new life into the area, improve health and enhance road safety. They come as part of the city’s bid to become carbon neutral by 2030.

In a separate move, the Labour-run authority is set to introduce a Clean Air Zone (CAZ) from July. That means owners of "non-compliant" cars – diesels manufactured before 2015 and petrol cars made before 2006 – will have to pay £8 to drive into the zone.

Other major centres in the UK are also weighing up their transport options for the 21st century.

London led the way last year when it launched its Ultra-Low Emission Zone (ULEZ) on April 8 to start cleaning up the toxic air which is blamed for the premature deaths of thousands of people.

From the launch, a charge of £12.50 was imposed to drive into central London in all but the most environmentally friendly cars and vans.

The fee, in operation 24 hours a day within the capital’s £11.50 Congestion Charge Zone, means motorists may face a double hit between 7am and 6pm, putting the total up to £24.

The move aims to cut road transport emissions by 45 per cent.

A study by The RAC Foundation found a wide range of schemes in the pipeline in places including Glasgow, Bath, Greater Manchester, Leeds and Sheffield. Cities including Leicester, Coventry and Derby, were also at various stages of deciding or implementing measures.
